Government runs on documents. Every resolution, notification, and internal transfer is a record, yet most governments still store them as PDFs—digital paper that is heavy to archive, difficult to search, and expensive to process or verify years later.
Sovra GDE2 — Case Files reimagines the government document. Every administrative act is created as signed, structured text: lightweight, fully searchable, readable by both people and machines, and cryptographically bound to its author through a verifiable digital identity.
That shift changes everything. Archives become dramatically smaller, search works on what documents actually say, AI can summarize and draft with native access to the content, and every signed act remains independently verifiable—even if the original system no longer exists.
What makes GDE2 different
Instead of generating binary files, GDE2 stores every administrative act as structured Markdown with its metadata and a detached digital signature. The document is the text; the signature travels with it.
This enables four fundamental capabilities:

Much smaller archives. Structured text eliminates the storage overhead of binary document formats.
Simple versioning and automation. Text can be compared, processed, and transformed without specialized pipelines.
A resilient foundation. Built for high concurrency, the platform scales smoothly through peak administrative workloads instead of becoming a bottleneck.
Familiar Workflows
The documents module feels familiar from day one: drafts, sent, to sign, and signed folders, much like an email inbox.
Operators create documents from templates, assign reviewers and signers, send them for approval, or submit many documents for signature at once. Every step is recorded in a complete audit trail, making adoption straightforward without changing established ways of working.
AI that works from the record
Because every document is structured text, the platform can understand what it contains—not just store it. The built-in assistant drafts communications and official acts using the case file and the applicable regulations as context, retrieving and citing the relevant legal provisions. Every draft follows the normal review and signing process; the assistant supports human decision-making but never replaces it.
The assistant is provider-independent. It can run on managed AI services or open-source models deployed entirely within a government’s own infrastructure.
Legally equivalent, independently verifiable
A signed document raises two questions that outlast the document itself: who signed it, and how anyone can confirm that years from now.
The signature here is CAdES (CMS Advanced Electronic Signatures) in detached mode, computed over the SHA-256 hash of the canonicalized text and issued with a valid X.509 certificate. Digital-signature law protects the integrity, authorship, certification chain, and traceability of a signed act — it does not prescribe a file format — so a signature over canonicalized text is fully, legally equivalent to one over a PDF. To keep the hash reproducible, the platform canonicalizes each document (strict CommonMark, normalized line endings, UTF-8 without BOM, stable metadata order) before signing.
The signer authenticates and signs through a verifiable digital identity — SovraID and SovraWallet, built on decentralized identifiers (DIDs) and verifiable credentials — binding the act to a portable, cryptographically verifiable identity rather than a single system’s user table. The signed act can optionally be anchored on SovraChain, giving it independent, third-party verifiability that survives even after the issuing system is retired .
A new document model for government
Modernization doesn’t require replacing everything at once.
Whenever regulations or existing systems require a PDF, GDE2 generates one from the signed record. The PDF serves existing workflows, while the signed source remains the authoritative version. Governments can adopt the platform incrementally without disrupting day-to-day operations.
This is more than a document management system. It introduces a document model designed for search, automation, AI, and long-term verification while remaining compatible with today’s institutions.
